Abstract

To speak of distance education based on the development of cybernetics demands a consideration of definitions, goals and means. This is particularly important in relation to the needs of that segment of the population which does not have access to the opportunities provided by the development of technology. This article presents a view, illustrated by a case study, of the opportunities for distance education to respond to health promotion needs among population groups which are marginalized with respect to the virtual world. Traveling regional libraries are proposed in order to make information supporting health promotion projects available to people with limited access to communication technology.
