Abstract

This article defines, documents and analyzes the evolution of public policy regarding higher education, in particular concerning graduate studies in Mexico. It is particularly noted that these policies have been conditional on developments in higher education and science and technology. It is also emphasized that higher education policies have been promoted and implemented by a diverse variety of government departments and agencies. The study centers on an examination of public policy on current graduate education. These policies are dependent on and governed by the PFPN (Graduate Education Support Program) program established jointly by the SEP and CONACYT a few years ago. The program established a new National Registry of Graduate Programs which classifies programs by high level international standards and recognizes their complexity and heterogeneity.
