Based on an analysis of the work of the leading authors in the field, this paper examines two approaches to understanding the concept of social capital and identifies the characteristics of public universities that make them a form of social capital for countries. It is proposed that operating definitions of "social capital" are a way of homogenizing and minimizing the cultural riches of diverse societal groups, eroding their capacity for survival and independence. This thesis is applied to the specific case of public universities. It is also suggested that public universities' adoption of international agendas has brought about a significant modification of their social capital. The conclusion gives three different potential scenarios for the future of the social capital of public universities.
