Abstract

This article reviews the range of federal government policies on academics holding positions in post-secondary institutions. From 1960 to 1985, post-secondary enrollment soared, but no real policy was in place to build up these institutions. The mid-1980s to the present day have seen the regulated growth of post-secondary institutions. Three programs specifically designed to support academic activity are in operation in Mexico; the National System of Researchers (SNI), the National Program for the Advancement of Academic Personnel (SUPERA) and the Faculty Development Program (PROMEP). The paper concludes by describing some of the impacts these three programs have had on educational institutions and on the work of teachers and researchers.
