The official policies for economic, social and educational development have not understand the organizational and political practices of traditional groups, neither their particular ways for learning and teaching. They have passed over then. It is necessary to recognice these differences to create educational escenaries as links between central and periferic groups. Bilingual education, as an example, has high ideological components based in a central culture that demands to learn first the national lenguage and then the local one. This is not a good pedagogic orientation because knowledge has to be transmited in the own lenguage. The state needs to promute research in traditional communities. To improve there teachings and learning processes. Development of innovative teaching and learning processes have to include, also, cultural orientation to treat social problems (such as nutrition, health, education, employment, infrastructure).
