Abstract

This article explains the different meanings of quality in relation to post-secondary education and components which have largely defined quality since the 1980s. The operation of Mexican education policy over the last two decades in regard to quality is described and analyzed. It is concluded that the concept of quality held by stakeholders in post-secondary education should be dynamic and critical. Experience from other contexts should be applied to help improve the overall system without losing sight of local problems incurred by increasing gaps in post-secondary education.
