Abstract

During 2011 higher education was the main topic of public debate in Chile. Secondary and under graduate students made a series of claims which showed their criticism towards the current education system. This article identifies the perspectives expressed by the students movement, considering the state of higher education as a policy problem. In order to identify students perspectives we carried out eleven semi-structured interviews with public administration students from the Universidad de Chile and Universidad de Santiago. The results of interviews analysis showed that the idea of thinking about higher education as a policy problem involves a number of personal, social and institutional problems.
