Abstract

On December 18, 2000, the U.S. delegation submitted a proposal on higher education (post-secondary) services, adult education and training to the WTO Trade in Services Council. The document stated that higher education services are expanding rapidly, due both to the use of advanced technology and to the fact that such services are increasingly an international business. The proposal's conclusion specifically stated that promoting internationalization of higher education services would benefit their suppliers. Higher education is viewed as a service and it is suggested that trade in this service should be freed. In effect, education is now considered to be a commodity.
