Abstract

Denationalization of post-secondary education began in the 1980s, encouraged by the international banks but to the detriment of the treasuries of Southern countries. This trend developed in a context of liberalization on the worldwide scale promoted first by GATT and later by the WTO. In the majority of countries, these processes have led to the steady expansion of a post-secondary education market and to a view of education as just one more commodity. Large international education companies are now attempting to control the markets in the industry, in which “quality” is a central element for setting the value of different educational “services.”
