Abstract

Strategies (policies, systems and processes) for ensuring the quality of education are inadequate in themselves, as quality is a function of the preparation and experience of those who deliver the educational product. A Professional Skills Model for high quality and relevance in post-secondary education in Mexico has been proposed. In spite of its solid theoretical base and consistency, the proposal has not been wholly implemented. It is concluded that what is effective for one country, institution, level, subject, professor or group of students is not necessarily so in other contexts. The academic life of post-secondary institutions must be taken into account.
