This study analyzes the impact of the Fox government’s education policy on Normal Schools, institutes of higher education responsible for training teachers. The analysis is based on the content of the Normal School Institutional Advancement Program (PROMIN), which has been in place in teacher training colleges since 2002. The program is an expression of the government objective to use evaluation as a criterion for allocation of funds. This may be seen as evidence of the gradual privatization process taking place in Mexico.
