Abstract

Culture is the composite of knowledge, beliefs, art, laws, morals and customs of every aptitude and habit possessed by the members of a society. In carrying out their task of cultural dissemination, public universities can serve as yet another set of conditions to develop culture and put it into practice. They can do so not as an elitist, absolutist institution on the margins of society, but rather as a place where these strengths can reinforce each other. To speak of cultural projects means not only to comprehend the needs of a region or a country, but also the needs of the projects themselves. It means understanding that cultural projects and acts must be seen as ongoing, continuous undertakings. That they have different time spans; short or long term, because they involve real acts in our society.
