We are witnessing, and in many cases are protagonists of, the rapid changes happening daily in the world of public and private organisations. The impact of these changes on administrators and their behaviour, knowledge and skills, and also on organisational structures, procedures and technological processes, is very marked. Postgraduate studies in administration and organisational development are facing an interesting paradox; existing programmes calling for the total revaluation of practices within the reality of organisations have not considered the importance of the conceptual and methodological grounding on which these practices must be built in order for these programmes for administrative and management formation and development to be really able to make important contributions to national development. This intention of this work is to review some aspects and variables involved in the creation of postgraduate programmes in administration and organisational development. Their future impact can be foreseen as part of a strategy of perception, approximation and preparation for the changes that will be thrust upon us by the demands of investment in human capital for national development.
